Rule: an issue is not proper for adjudication for a court because it should be resolved by the political branches of the government.
- Adjudicating these issues would be judicial overreach and outside of the judiciary.
- Principle question: "is this a legal question or a political question?"
The Court created a six-factor test in Baker v. Carr.
