A federal agency must point to more than a plausible textual basis for its authority in performance of an action.
It must have clear Congressional authorization when addressing a major question.
From this case: forcing a generational shift from coal to renewables was a major question;
- thus, the EPA needed explicit statutory authority to impose such a shift upon the states and private industry.
